Default Having to besiege an already conquered settlement?

Playing through Sir Morin's questline, I was recently tasked with taking the settlement of Ral Nistro (Quest: "Where Humans Fear to Tread") because the "orcs are being troublesome to us". The problem is that I already conquered that city and they are allied with me. Is this intended, or a mistake? I can post logs if needed.

This is intended. We just didn`t expect players to progress fast enough to conquer a certain town before the quest storyline Sorry but you`ll have to declare war on that town via diplomacy menu.
