Not Suitable army

Me and my friend are trying to co-op seige a town. But every time it says that we dont have a suitable army. What does this mean, and how can we fix it?

The player who's you are inviting should have his army near the target you are trying to attack. Also his army strength should be +-50% the strength of your army. Army strength shown next to the army name when you select it on the world map.
Also make sure your friend doesn't have a nooby protection on - first 10 quests or so

Ok so my army is 1182 and his is 1150, and and we are both very far in the quest, and yet we still cant seige together. Plus the town we are trying to seige is Illas Tiltos, which has a army strenght of 300. If thats the problem does that mean we both have to lower our army strenght to 300?
