The city itself is placed on a region of the map you select. Also I agree base building is very important. If it's as important to you I recommend orc. Also you're right puppet I may have worded that badly, I meant the where to build not what heh.

I don't mind plot-based building as long as there are multiple plots to place different buildings and walls. It let's you create a beautiful and functional city with relative ease.
