OK its completely uninstalled apparently but now if i try install it i get fatal error so can you give me a link for the download of the files as i cant use the installer so i need to place the files in myself then it might work

Did you restart your computer after uninstalling .net? if not, you should try that. You might have to run it as administrator aswell.

done both they were first things i did

and running as admin doesn't change .NET

also i was watching some family guy youtube when that image was posted
