This question might have been asked before but will people be able to scout enemies without the enemy noticing ?

That depends on whether your enemy is looking carefully, and on whether you have a unit with the "hide" ability.

Do you mean in the world map or in local map?
In world map, perhaps but i doubt you will remain unseen... local map you have more chance, you could use stealth units to scout the area or just use units with a larger LoS or faster speed to outrun the enemies...
Or of course there is the more common sacrificial lamb tactic... send in your cheapest unit to die for the good of the rest

Which (partially) loses the point of scouting, knowing where your enemy is without him knowing it..

Hmm. Many times players fail to take advantage of the information of themselves they know they enemy has. Often times, they ignore this only to get defeated by their more informed foe.
