Default Cant get hero back into town

Started up a new game after coming back. Sent hero out for market trading mission. Home city shows no cap space (its 30 which shows in home city itself). Had to empty everyone/thing out of town to get an army created. Went, came back and cant move anyone into town as still cap 0/0 for home city. Can move resources (used gold from livestock sale to buy some) but cant move anyone around including hero which makes game dead in the water. So much for squashing bugs.

Well came back next day and the issue is gone. Now there are discrepancies between home city inside and army transfer view on caps usually when an event has added units inside home. They are not reflecting correctly (outside cap is right inside cap is wrong). I also can not get market trading quest to work. Created first army with livestock and without gold but rectified it and still cant get it to work. Building houses so I can dump everyone into town and create a 1st army again to see if that fixes it. I do not recall so many issues with the supposed "bugged" vs of the game pre-empire.
