Seasonal advantage and disadvantage

From what i see when you have rain it seems to put out fires more often.
Can you not incorporate the same type of thing for when it snows?

You could have it so any army that is not in a camp when it snows gradually loses health. This could be used as a safe time for people to re-cooperate resources and an army. but obviously doesn't stop people from attacking.

Just an idea..
