Recruiting Mercenaries

Loving this game but one question:
I heard you can recruit Elven Enchanters/Mages if you go to the Elven lands, but I couldn't find them inside the capital city and I can't really figure out how to check while camped.

Maybe I skimmed over them, but any help would be appreciated.
