Coop Quests

I have been looking around the forums and couldn't find a description on how does the coop quest system work, I know I can do the sieges coop but im interested on quest coop, i read somewhere that you have to finish the first 3 quests solo but i'm way beyond that point and i still don't see the option to play with a friend, also do we have to be the same army strenght level?
