Dissapearing Orc Armory

In my hometown I cant seem to construct an armory, I can build any other Orc building fine but in the case of the armory it just vanishes at the end of its construction, taking any resourses and crown points with it. I have tried to build it Twice and both times this has happened. For information about location my hometown is in the Swamps. Any help?
