quest bug

Hello.

The quest "war upon ancient enemy", i finished a quest and when going to gelmeerin to take the gold, I cant speak with Bertanos, i cant select him and this quest is blocked. The other quest run without problem.

I have this bug for a long time, this is my second or third report, please help.
