There should be some notification about the hard cap. I reached the 4500 resource cap , then i made an improvement that increased it. i had my cap raised to 5200 for short while then it returned to 4500. So basically i wasted favor and resources for nothing. (plus possibility of upgrade is disabled now)

There was a bug before yesterdays patch that made your rescap tech upgrades disappear when you logged out. It should be fine now and you're resource cap should include the tech upgrades when you log in.

I think that is fine.
It is more realistic.
An army to be maintained.
you can imagine that is the salary of soldiers.
You can also store resources to camps.
