I think they should let you recruit mercs, but they should be strong and expensive so people can't just make a merc army.

Of course. Maybe certain clans could just be made up of mercs. for hire.

Yea, they should be spread out across the map and you have to find them (or defeat a certain number) to be able to recrut them.
