Because...its a game "primarily" for PC... Which means, it will come out first for PC so naturally will be attuned to better enthrall the customers.
Besides it's already been stated that, there's going to be a large scale in mind for new and older machines.
Which is good because it condones the sheer amount of support this game has/will/ and will continue to have
