They used to level up "super" fast and so the devs nerfed it. But now ranged units level up slower compared to melee units. They should be upgradable at either your race major npc towns or human major npc towns at a trainer merchant. Because of the change to how archery works (last week) riflemen have changed drastically. They will need a little more work now I think
