First of all - even if you don`t complete this quest - you will advance in the storyline.
However, this quest does work for everyone all the time. I would suggest you restart the game - just in case something went wrong, and try this one more time (we recommend buying from large NPC towns). And both buying in small increments, or 300 or more at once should have worked...
