No experience with it yet myself, but I would assume you'd just have to go to a zone of that race, and try to buy mercs. Dwarves though would probably only be able to be bought with Crowns, as they seem to be a special unit, just like Dragons. Again though, have not done it myself, so cannot speak from experience. Just from what seems to be probable on the situations
