Town Bell is the proper way to call in the peasants, however - it also automatically opens the gates (so that peasants could run in). After this you can either manually select every gatehouse and close the gates, or use Close All Gates button on the Tonnhall.
Note if you are playing at Rollingplain region there is a rare bug where your gate will open on it`s own.

Orcs usually outnumber human players 2 to 1, since their troops are much weaker. But in addition attacker is allowed to bring more forces as you have your walls and various other defenses. Make sure to have a strong archer garrison on your town - to shoot at the attacker while they try to break through your walls, in addition invest in Spike Traps, Mounted boling Oil for your gatehouse, mounted trebuchets for your towers e.t.c
