I can't make any guarantees since we still don't know how things are going to look exactly, but from what I see one should be able to stay competitive without spending money (beyond buying the game itself). That's the aim anyway.
Should be pretty similar to LoL or other such influence based systems where you can spend money to unlock things faster but without giving you an unfair advantage in-game. We know players will be able to buy exotic mercenaries (like dwarves and dragons) but those should be balanced by taking up extra pop cap and having their own counters.
In the end, everything in the game story can be obtained for free, simply by playing the game. Money simply allows you to get it faster.
