Good catch - each race does have very individual relationship with Pop. Yes - Orcs would have a large pop as you have guessed. And to reveal couple more facts: humans will be generating gold depending on their pop-cap - taxation. Elfs player`s won`t have to worry that much about building extra houses, as all of their tree building they`ll need to build anyway can house quite a few Elfs.

It will need to be upgraded, but there will be a final limit, somewhere between 800 to 1200 units, depending on your race.
