This particular quest would allow me to complete it over and over again without doing any quest, I could hand in, leave the city, within 5 secs of leaving the city, I would auto get the same quest...

Perhaps I am mistaken, once the palisade is done, does the next wall upgrade continue all the way around? Or is there large gaps with palisade?
