The game takes the resolution for the main screen from your desktop settings. Once you login it should set to the resolution you specified in your options.

As for the problem with your GFX....

The recommended (ie for best performance) would be a Raedon 5570 or better.

The minimum is a Gforce 8800. Your card is equal to a Gforce 9500 so it should work fine at minimal GFX...

How long have you had your town? If you have had it for a while Konstantine can revert it back 24 hours or so. Thats usually done only if your town is seriously broke though.
