Can't get troops back into city. Population levels are different.

The population of my city when in CITY VIEW is 14/17. When I go to the global map it says that my population is 17/17 and will not allow my troops back into the city. Any help would be great. Thanks.

Edit** Was bugged a restart corrected the issue.
