I don't believe you can, I'll look into it though.

I think you can't enable that option... You could, however, do it via the admin panel...

I strongly discourage changing usernames on any forum; I’ve seen entire clans and forums with hundreds of people crash due to it, everyone changing there names over and over no one will know who is who, greatly weakening the foundation of the community until its dead or extremely confuzing to anyone.
I besides, I find changing your name useless, it’s not your name which defines you, it’s your actions. And if your actions are negative and you change your name, is that going to cover up his actions?
