The suggestion is to make the NPC towns (Dagbor, Denwall, Makadda, etc.) to slowly regenerate their troop amounts and/or troop power, so that it would gain back the units the city lost over a course of time.

Why? Two reasons:

1. It just makes sense. The city wouldn't be like, "Hey, I know we just lost half our army and barely scraped by, but good news...we now magically have reserve troops to instantly replace the others!" No, you would have them recruit more troops over the course of time (how long would be up to you all).

2. Takes away the devastation of failed sieges/makes sieging more rewarding even through loss. It makes the endeavor not ENTIRELY worthless.
