Huge resource fluctuation

Is there a reason why the resource intake fluctuates so much? I will be gathering around 40 food per minute then it will just randomly drop to 8-9.

I have even tested changing all my peasants to gathering food when this happens and the food intake does not change. Then with out fail about 20-30 minutes later it will go back up 20-30 points.

Is this a bug or am I just missing something?

This is a design flaw in the system. It shows a rate by minute, but considering the time gathering takes your peasants can bring 0, or 60 in that one minute. We are working on a brand new system that we hope to release in time for Steam. And don`t worry it doesn`t actually effect how much you are gathering - just not a really good indicator.
